OAA Adds Director of Finance and Director of Operations to Team

The Opioid Abatement Authority is pleased to announce the hiring of two additional key staff members:

Mr. J. Adam Rosatelli has accepted the position of Director of Finance effective October 10, 2022. Adam brings 17 years of state and local government fiscal, policy analysis and budget development experience to the OAA.  For the past seven years, Adam served as staff to the Senate Finance and Appropriations Committee as a subject matter expert and advisor on a variety of executive, legislative and judicial branch functions, including financial policy, governance, and administration. Prior to this, he spent 10 years with Henrico County where he had a lead role in budget development and execution. Adam has an undergraduate degree in Economics from the University of Colorado at Boulder and an MBA from Virginia Commonwealth University. He lives with his family in the West End of Richmond, where his son and daughter attend Tuckahoe Elementary and Middle Schools.

Mr. Cecil “Charlie” Lintecum has accepted the position of Director of Operations effective October 24, 2022. Charlie brings almost twenty years of experience in government service, including roles in the Department of Medical Assistance Service (DMAS), the Virginia Department of Health (VDH), and the Department of Alcoholic Beverage Control (ABC). In his most recent role at DMAS, he has been responsible for overseeing the agency’s $344 million operational/administrative budget. He has significant experience in the areas of strategic planning, program evaluation, grant cycle management and human resources, and he is a certified fraud examiner. Charlie holds a bachelor degree in religious studies from Virginia Commonwealth University and a Master of Public Administration from Virginia Tech. He lives in western Henrico County with his wife and young daughter.

Adam and Charlie will play important roles in helping to build the infrastructure of the OAA and begin the distribution of settlement funds.
