Virginia Opioid Abatement Authority
June 9,2025 – On June 5, the Virginia Opioid Abatement Authority (OAA) approved $32,614,372 in opioid settlement fund grants to communities across Virginia for initiatives aimed at addressing the opioid use crisis.
The awards include $3.4 million in new funds for seven Virginia communities where the rate of opioid overdose deaths among Black residents increased more than 100% from 2019 to 2023 (see chart on next page for details).
“While the overall rate of overdose deaths in Virginia is declining, not all communities have experienced the same reduction,” said Senator Todd Pillion, Chair of the OAA Board of Directors. “We are seeing alarming increases in the rates of fentanyl-related overdose deaths among Black Virginians,” he said. “The grants we announced this week include more than $3.4 million in additional awards designed to empower communities to implement targeted interventions aimed at reducing fentanyl-related harms in disproportionately affected areas.”
To date OAA awards are funding more than 130 projects across the Commonwealth. Dr. Sarah Thomason, vice chair of the OAA Board of Directors, emphasized the importance of investing in prevention, treatment, and recovery services. “As a clinician, I see firsthand the transformative impact that comprehensive care can have on individuals and families affected by opioid use disorder,” she said. “These settlement funds allow us to support evidence-based strategies that promote healing and long-term recovery in the communities that need it most.”

The June 5 list of awards (attached) approved by the OAA includes $19.6 million to renew previously approved grants for another year, and $13 million in funding for new programs.
During 2023-2024 the OAA awarded a total of $47,156,502 to Virginia’s cities and counties, and $19,494,634 to state agencies for efforts to abate and remediate the opioid crisis. Details of those prior year projects are detailed in the OAA’s 2024 Annual Report. Combining those past year totals with the most recent announcement, the OAA has awarded $99 million in awards to date.
“We expect to exceed the $100 million mark in August when we announce awards to state agencies,” noted OAA Executive Director Tony McDowell. Virginia expects to receive a total of approximately $1.1 billion from litigation against manufacturers, distributors, and pharmacies that were alleged to have contributed to the opioid crisis. Payments from these settlements and bankruptcies began in 2022 and are expected to conclude by 2041.
The OAA was established by the General Assembly in 2021 to oversee the distribution of 55% of Virginia’s total settlement funds. Of the remainder, 30% is distributed directly to cities and counties, and the remaining 15% to the commonwealth. The use of funds is restricted by court orders and state statute, with the restrictions requiring that funds be used for opioid abatement and remediation efforts.
