VIRGINIA OPIOID ABATEMENT AUTHORITY SUMMARY OF RECOMMENDATIONS FOR AWARDS TO CITIES AND COUNTIES FOR PERFORMANCE PERIOD 2027
Executive Summary
The Virginia Opioid Abatement Authority (OAA) opened its 2025-2026 Application Cycle for Virginia Cities and Counties from August 15, 2025, through April 1, 2026. Applications were submitted through OAA’s Grants Portal.
During this cycle, the OAA received 8 applications for Individual Distribution projects requesting $626,514.50 in Performance Period (PP) 2026 awards. The Grants Committee approved these awards on November 19, 2025, and January 20, 2026.
By the April 1, 2026, closing deadline, OAA received an additional 157 applications (68 Individual Distribution, 82 Cooperative Partnership, 7 Operation STOP!) requesting a total of $40,457,826.39 in OAA funding. As this is the second year of Operation STOP! grants, all 7 are renewals requesting carryforward approval only (no new funds were requested or recommended). During the review process, 5 new applications were withdrawn after feedback was provided to the applicants.
The recommendations herein are for 152 applications with 65 Individual Distribution applications (14 new, 51 renewals), 80 Cooperative Partnership applications (22 new, 58 renewals) and 7 Operation STOP! applications (all renewals).
