Charlie Lintecum selected as next Executive Director and Adam Rosatelli appointed Deputy Executive Director following Tony McDowell’s retirement.

Richmond, VA – July 28, 2026 — The Board of Directors of the Virginia Opioid Abatement Authority (OAA) announced two senior leadership appointments connected to the retirement of Executive Director Tony McDowell. Cecil “Charlie” Lintecum, currently Director of Operations, has been selected as the Authority’s next Executive Director. J. Adam Rosatelli, currently Director of Finance, has been appointed Deputy Executive Director. Both appointments will take effect November 1, 2026.

“Tony McDowell’s leadership helped establish the Authority as a trusted steward of opioid settlement funds and a partner to communities across the Commonwealth,” said Senator Todd Pillion, Chairman of the OAA’s Board of Directors. “Charlie Lintecum and Adam Rosatelli have each played important roles in building the Authority’s operations, fiscal infrastructure, and grant programs. Their appointments provide continuity, stability and experienced leadership as the OAA continues its work to help save lives and restore families affected by the opioid epidemic in Virginia.”

The Authority was established as an independent body, governed by an 11-member board, to abate and remediate the opioid epidemic in the Commonwealth through financial support from the Opioid Abatement Fund for efforts to treat, prevent, and reduce opioid use disorder and the misuse of opioids.

In their new roles, Lintecum and Rosatelli will work with the Authority’s Board, staff, local governments, state agencies, community organizations, and nonprofit and provider partners to strengthen grant administration, accountability, stakeholder engagement, transparency, and the long-term impact of opioid settlement investments.

“I am honored to serve as the next Executive Director and to continue and expand upon the foundation Tony McDowell has led us to today,” Lintecum said. “The work ahead requires strong stewardship, collaboration across multiple sectors, and continued focus on measurable results for Virginians, families, and communities affected by opioid use disorder.”

About Cecil “Charlie” Lintecum

Lintecum is an experienced state government manager with over 23 years of service to the Commonwealth in public health and public safety. He holds a Master of Public Administration (MPA) and is credentialed as a Certified Fraud Examiner (CFE). Before becoming the Authority’s Director of Operations in October 2022, he served as Budget Operations Manager for the Virginia Department of Medical Assistance Services, where his responsibilities included oversight of state’s medical and administrative Medicaid budgets totaling more than $15 billion. He also previously served as Administrator for the Henrico Health District and the Three Rivers Health District for the Virginia Department of Health, where he was part of the senior leadership team and responsible for finance, accounting, budget, grants management, procurement, human resources, facilities, contracts and strategic planning. Lintecum earned his undergraduate and graduate degrees from Virginia Commonwealth University and Virginia Polytechnic Institute and State University (Virginia Tech), respectively.

About J. Adam Rosatelli

Rosatelli is an experienced government finance professional with 20 years of service across local and state governments. Before becoming the Authority’s Director of Finance in October 2022, he served for seven years as a Legislative Fiscal Analyst for the Virginia Senate Finance and Appropriations Committee of the Virginia General Assembly, with responsibilities that included budget review and development for general government, employee compensation and independent agencies. He previously worked as a Senior Budget and Management Analyst for Henrico County, helping prepare and administer the county’s annual fiscal plan and capital budget. Rosatelli earned his undergraduate and graduate degrees from the University of Colorado Boulder and Virginia Commonwealth University, respectively.
